    New perspectives on realism, tractability, and complexity in economics

    Fuzzy logic and genetic algorithms are used to rework more realistic (and more complex) models of competitive markets. The resulting equilibria are significantly different from the ones predicted from the usual static analysis; the methodology solves the Walrasian problem of how markets can reach equilibrium, starting with firms trading at disparate prices. The modified equilibria found in these complex market models involve some mutual self-restraint on the part of the agents involved, relative to economically rational behaviour. Research (using similar techniques) into the evolution of collaborative behaviours in economics, and of altruism generally, is summarized; and the joint significance of these two bodies of work for public policy is reviewed. The possible extension of the fuzzy/ genetic methodology to other technical aspects of economics (including international trade theory, and development) is also discussed, as are the limitations to the usefulness of any type of theory in political domains. For the latter purpose, a more differentiated concept of rationality, appropriate to ill-structured choices, is developed. The philosophical case for laissez-faire policies is considered briefly; and the prospects for change in the way we ‘do economics’ are analysed

    Working in the UK, Sadler-Smith, Down and Lean, in their article &ldquo;&lsquo;Modern&rsquo; learning methods: rhetoric and reality&rdquo;, Personnel Review, Vol. 29 No. 4, 2000, pp. 474-90, have shown that distance learning methods are neither favoured nor perceived as effective by enterprises pursuing training that yields a competitive edge. They have suggested that these methods need to be integrated with other more conventional on-job training methods. This paper, based on Australian research, shows a tension between the requirements of flexible training methods based on distance learning methods, and the characteristics that typify learners and their workplaces. That identified tension is used to suggest how an integration of training methods may be effected in workplaces.<br /

    Induction, complexity, and economic methodology

    This paper focuses on induction, because the supposed weaknesses of that process are the main reason for favouring falsificationism, which plays an important part in scientific methodology generally; the paper is part of a wider study of economic methodology. The standard objections to, and paradoxes of, induction are reviewed, and this leads to the conclusion that the supposed ‘problem’ or ‘riddle’ of induction is a false one. It is an artefact of two assumptions: that the classic two-valued logic (CL) is appropriate for the contexts in which induction is relevant; and that it is the touchstone of rational thought. The status accorded to CL is the result of historical and cultural factors. The material we need to reason about falls into four distinct domains; these are explored in turn, while progressively relaxing the restrictions that are essential to the valid application of CL. The restrictions include the requirement for a pre-existing, independently-guaranteed classification, into which we can fit all new cases with certainty; and non-ambiguous relationships between antecedents and consequents. Natural kinds, determined by the existence of complex entities whose characteristics cannot be unbundled and altered in a piecemeal, arbitrary fashion, play an important part in the review; so also does fuzzy logic (FL). These are used to resolve two famous paradoxes about induction (the grue and raven paradoxes); and the case for believing that conventional logic is a subset of fuzzy logic is outlined. The latter disposes of all questions of justifying induction deductively. The concept of problem structure is used as the basis for a structured concept of rationality that is appropriate to all four of the domains mentioned above. The rehabilitation of induction supports an alternative definition of science: that it is the business of developing networks of contrastive, constitutive explanations of reproducible, inter-subjective (‘objective’) data.     THE METHODOLOGY OF ECONOMICS: AN AGENDA FOR REFORM

    Uniquely among sciences, the methodology of economics (its epistemology, ontology, scope, and focal questions) has failed to improve the match between its theories and reality. It is aprioristic, assuming that introspection will reveal unchallengeable basic truths from which a valid theoretical structure can be logically deduced. Despite the efforts of Mill, von Mises, Robbins, Friedman, Hausman, and others, this remains indefensible: inter alia, the basic ‘truths’ are immune neither to professional/ cultural biases, nor to uncertainty. Reformed methodology is proposed that would take us closer to the other sciences; this includes a new set of central questions that focus on establishing a more realistic set of basic concepts, and the provision of tools for managing complex, dynamic economic pro- blems (e.g., crises, development).

    Collaborative assessed group work can create challenges for both students and tutors. Both the benefits and challenges of assessed group work are discussed with particular reference to the context of teacher education. The relevance of action research, the concept of living theory and the ethical nature of tutor practice in relation to group work are considered. The concept of 'role' is used to analyse aspects of tutor practice based on outcomes from an extended process of action research. A description of one role system of different tutor roles is given as a prompt for reflection and self-study

    Saving and borrowing in rural Uganda

    Sub-Saharan Africa has languished in recent decades - a period in which countries elsewhere in the world (especially in East and Southeast Asia) have made substantial progress in terms of economic and human development. It is widely recognised that high levels of savings, together with investment in physical and human capital, have been among a number of key factors that have led to such success. Uganda is an economy in sub-Saharan Africa that has shown some promise of success in the 1990s. It has enjoyed macroeconomic stability and a rapid rate of economic growth. However, in some other respects, the country retains features that give cause for concern for future development. Poverty in the rural areas remains widespread, and the domestic savings rate is amongst the lowest in the world. Drawing on the results of a survey carried out in 1997, this paper explores the reasons underlying the persistence of poverty in rural Uganda, and investigates aspects of saving and borrowing behaviour in households. The potential role of microcredit arrangements in alleviating poverty (and in generating a flow of savings) is examined, and the conditions that may favour success in the operation of microcredit schemes are evaluated
